Build evidence safely

Start with one controlled location. Prove the public value and technical safety.

The first live version does not need every provider or router. It needs one credible host, a small user group, properly isolated access and clear evidence.

Six-stage pilot roadmap

Move from demonstrator to evidence in controlled stages.

1

Showcase and architecture review

Use this platform to explain the support network, 15-App foundation, offline approach, user journey, provider controls and honest boundaries.

2

Closed technical demonstrator

Run a local support station in a controlled room with test devices. Demonstrate installation, local content, disconnection, reconnection and network separation.

3

Safeguarding, privacy and accessibility review

Map data, define escalation routes, test screen readers and read-aloud controls, review support wording and document emergency boundaries.

4

Single-site community pilot

Partner with a library, charity, support centre, housing organisation or community venue. Begin with a limited set of Apps and voluntary participants.

5

Independent evaluation

Measure access, repeat use, completion, offline continuity, user understanding, referrals, incidents and staff workload—not just visitor numbers.

6

Provider-backed expansion

Use pilot evidence to request sponsored-data access, approved Wi-Fi integration or funding for additional support stations.

Minimum pilot pack

What must be ready

  • Signed host and technical responsibilities
  • Isolated network and security test
  • Approved support Apps and content versions
  • Plain-language privacy and acceptable-use notice
  • Support, incident and escalation contacts
  • Accessible feedback route
  • Rollback and shutdown procedure
What success looks like

Evidence, not hype

  • People reach support they otherwise could not access
  • Core Apps continue working during disconnection
  • Host systems remain protected
  • Users understand what is private and what is shared
  • High-risk needs are correctly redirected to people
  • The cost per useful support session is understood
  • Partners agree whether to continue or expand
